The truth
Portugal's Golden Visa (Autorização de Residência para Atividade de Investimento — ARI) launched in 2012 and was Europe's most popular real-estate-driven Golden Visa. Real-estate routes — €280k-€500k+ depending on property location + age — were used heavily by Chinese, Brazilian, US, South African, Turkish, and Russian investors. Following EU Commission pressure (similar to Spain, Cyprus, Malta), Portugal terminated all real-estate Golden Visa routes via the 'Mais Habitação' law on 7 October 2023. Surviving Golden Visa routes: (1) Investment fund subscription — €500k+ in a Portuguese-registered venture capital / private equity fund with at least 60% of holdings in Portuguese companies; (2) Scientific research donation — €500k+ to public or private research institutions; (3) Cultural or artistic patronage — €250k+ donation to support or restore Portuguese cultural heritage; (4) Job creation — investment creating 10+ permanent jobs (5 jobs in low-density areas) with €500k+ investment; (5) Business activity — €500k+ investment in an existing or new Portuguese business. Golden Visa provides 1-year initial residence renewable to 2-year and 5-year, leading to Permanent Residence + Portuguese citizenship at 5 years. Minimum stay 7 days year 1, 14 days years 2-5.
Why this rumour persists
Real-estate Golden Visa marketing dominated the 2010s — agencies continue to promote 'Portugal residence by property' even though the route closed in 2023. Plus the broader Golden Visa branding obscures which sub-routes remain.
