Is an OCI card the same as Indian citizenship?
OCI is a lifetime multi-entry visa with most resident rights — but NOT Indian citizenship. India does not permit dual citizenship; OCI holders are foreign nationals with permanent visa-like privileges.
The truth
Overseas Citizen of India (OCI) status was created in 2005 and replaced the earlier Persons of Indian Origin (PIO) scheme in 2015. OCI eligibility: foreign nationals who were Indian citizens at or after 26 January 1950, OR were eligible to become Indian citizens on 26 January 1950, OR who are children / grandchildren / great-grandchildren of such persons, OR who are minor children / spouses of OCI holders / Indian citizens (with at least 2 years of registered marriage). OCI provides: (1) lifetime multi-entry multi-purpose visa to India; (2) no need to register with Foreigner Regional Registration Office (FRRO) for any length of stay; (3) parity with Indian residents for most economic, financial, educational matters; (4) ability to acquire most types of immovable property (except agricultural / plantation / farm land); (5) eligibility for Indian school + university admission as non-NRI category. OCI does NOT provide: (1) Indian citizenship — OCI holders carry the foreign passport they hold; (2) voting rights in Indian elections; (3) eligibility for public office, government jobs, or constitutional posts; (4) right to acquire agricultural land. India does not permit dual citizenship under Constitution Article 9 — accepting OCI does not require renunciation of foreign citizenship, but acquiring Indian citizenship requires renunciation of all other citizenships. Renunciation of Indian citizenship is required if you naturalise as a foreign citizen — the Government of India's Renunciation Certificate (filed via the Indian embassy at USD 175-275) is mandatory before OCI application.
Why this rumour persists
OCI's lifetime + multi-entry + resident-rights features make it FEEL like citizenship in daily use. Plus government communications promoting 'OCI for the Indian diaspora' sometimes elide the constitutional distinction.
What to actually do
- Confirm OCI eligibility via the ancestry / spouse criteria — original birth certificates + Indian passport copies of ancestors required
- Renounce Indian citizenship FIRST if you naturalised as a foreign citizen — Renunciation Certificate is required before OCI application
- Apply via ociservices.gov.in — processing 6-12 weeks, USD 275 + biometric appointment at Indian consulate
- OCI card must be re-issued each time you renew your foreign passport before age 20 + after age 50 — failure can invalidate the OCI
- OCI provides most resident rights but you still file as a Non-Resident Indian (NRI) for tax purposes — Indian-source income remains Indian-taxable
- OCI cannot be used to vote or contest elections — these remain reserved for Indian citizens
