Is Brazilian residency free for citizens of Mercosur countries?

Mercosur Residence Agreement gives streamlined access for nationals of ~10 South American countries — much easier than visa-required routes, but still requires application, fees (~USD $100-300), and documents.

The truth

The Mercosur Residence Agreement (2002, in force since 2009) allows nationals of Argentina, Uruguay, Paraguay, Brazil, Bolivia, Chile, Colombia, Ecuador, Peru, and Suriname to apply for 2-year temporary residence in any other member state without proving income, employment, or financial means — only requiring (1) valid passport; (2) birth certificate (apostilled / legalised); (3) clean criminal record from country of residence + countries lived in for 5+ years; (4) valid address in destination country; (5) application fee (varies by country, typically USD $100-300). Brazil receives substantial Mercosur applicants — Argentine + Venezuelan + Uruguayan + Bolivian nationals heavily represented. After 2-year temporary residence + maintained residency, applicants can convert to Permanent Residency. Brazilian citizenship after 4 years of residence + Portuguese language + clean criminal record (or 1 year for those married to Brazilian citizens or with Brazilian children). The Agreement does NOT cover automatic right to work for some categories (some labour-market restrictions remain), nor does it provide free emergency healthcare access (private health insurance is recommended). Venezuelan nationals — temporary residence under the Brazilian government's Operação Acolhida humanitarian response — operate under separate humanitarian protection rather than standard Mercosur.

Why this rumour persists

Mercosur residency is genuinely revolutionary compared to most regional migration regimes (only the EU's Schengen + free movement is more permissive). The minor fees + apostille requirements get understated in casual conversation.

What to actually do

  • Verify Mercosur eligibility — Argentina, Uruguay, Paraguay, Bolivia, Chile, Colombia, Ecuador, Peru, Suriname are full members for residence purposes
  • Apostille your birth certificate + criminal-record certificate from country of residence (Hague Apostille if applicable)
  • Apply via Brazilian Federal Police (Polícia Federal) regional office — São Paulo, Rio, Brasília, Foz do Iguaçu are common entry points
  • Pay the registration fee (~BRL 800-1500 / USD $150-300) + bring residence certificate (CRNM) issued within 90 days
  • Plan for 2-year temporary residence → 3-year extension OR direct conversion to Permanent after 2 years
  • Brazilian citizenship after 4 years (or 1 year for spouses/parents of Brazilians) requires Portuguese language test + integration
