The truth
Australia's Subclass 189 (Skilled Independent visa) is a points-tested visa for skilled workers without employer / state / family sponsorship. The minimum to submit an Expression of Interest (EOI) is 65 points. Department of Home Affairs runs invitation rounds (typically monthly, but volume + cadence vary by year). Invitations are issued to the highest-scoring EOIs within each occupation pro-rata to the annual ceiling. 2024-2025 invitation rounds for Subclass 189 have been very limited — many quarters with zero invitations issued — because the government has prioritised Subclass 190 (state-nominated, +5 points) and Subclass 491 (regional-sponsored, +15 points) over fully unsponsored 189. Where 189 invitations have issued, cut-offs have ranged 90-105 points for most occupations and higher for high-demand fields. The 65-point minimum is essentially a filter to keep the EOI pool manageable; the invitation cut-off is determined by competitive demand. Subclass 190 and 491 cut-offs are typically lower because of state-nomination boost — but require state sponsorship (separate application + state criteria + commitment to live in that state for 2+ years).
Why this rumour persists
Migration agents marketing the points test as a hurdle to clear ('if you make 65, you qualify') downplays the competitive invitation phase that follows. Plus older versions of the points test (pre-2017) were more linear, creating outdated impressions.
What to actually do
- Calculate honest points using the immi.homeaffairs.gov.au points calculator — include age, English (IELTS / PTE), education, skilled work experience, partner skills, professional year
- If under 90 points, focus on boost factors: PTE 79+ in all 4 components (+20), professional year program (+5), partner skills (+10), regional study (+5)
- Consider Subclass 190 state-nominated (+5) — apply to specific state sponsorship programs (NSW, Victoria, Queensland, WA, SA, Tasmania, NT, ACT)
- Consider Subclass 491 regional (+15) — but commit to 3 years living + working in a designated regional area
- Skills Assessment by your occupation's assessing authority (e.g. ACS for IT, EA for engineers) is mandatory + takes 6-12 weeks
- EOI lasts 2 years — improve your score during that window if not invited
