Pick one of five tiers: Special Talent (SAR 4,000/year), Gifted Capacity (SAR 4,000/year), Investor (SAR 4,000/year), Entrepreneur (SAR 4,000/year), Real-Estate Owner (SAR 4,000/year), Distinguished (one-off SAR 800,000) or Limited-Duration (SAR 100,000/year). Each tier has different financial / qualification thresholds.

  Heads up: Distinguished one-off lifetime tier is SAR 800,000 (~USD 213,000). The annual tiers require qualifying activity each year (e.g. continued investment, distinguished talent recognition).

Saudi Arabia uses the Kafala (sponsorship) system, partly reformed in 2021 by the Labour Reform Initiative — workers can now change employer mid-contract under certain conditions and apply for Exit/Re-entry without sponsor approval after the Iqama's first year. Saudisation (Nitaqat) quotas continue to restrict expat hiring by sector. Public-sector + Saudi-citizen-only occupations are off-limits to non-Saudis.

  Saudi employer applies to the Ministry of Human Resources & Social Development for a 'block' visa allocation for the role + nationality. The block visa is a country-+ occupation-bound permit; the named worker is identified later via Enjaz.

  Heads up: Saudisation (Nitaqat) quotas constrain how many foreign workers a company can hire by sector + size. Premium-quota companies (Platinum / Green Nitaqat) face fewer blocks.

  Within 90 days of entering Saudi Arabia, the employer-sponsor processes the Iqama (residence permit card) via the Absher / Muqeem portals. Annual renewal fee SAR 650 + Iqama issuance fee SAR 250 — paid by the employer or recovered from the worker.

  Heads up: The Iqama is bound to the sponsor (kafeel) — though 2021 Labour Reform allows mid-contract sponsor transfers WITHOUT the old employer's consent if certain conditions are met (e.g. unpaid wages > 3 months, expired Iqama, judicial dispute).

  Iqama holders need an Exit/Re-entry visa each time they leave Saudi Arabia. Single re-entry SAR 200, multiple re-entry SAR 500/2 months. Employer must release the request via Absher Business — common bottleneck for workers in disputes.

  Heads up: The Final Exit Visa is the legal end of the employment relationship — once granted, the worker has to leave; the Iqama is cancelled simultaneously. Don't accept a Final Exit when you intended a temporary departure.
